Project Profile: Western Correctional Institution (WCI)
Cumberland, MD
Project: Site-wide Security Communications and Fire Alarm
Client: State of Maryland Department of
Public Safety & Correctional Services
Construction Cost: $100 million
Scope of Work: Professional Systems Engineering, LLC provided planning, design, and construction documentation for this 60-acre site. PSE also provided corrections planning services, systems design for support services; a site connectivity study and schematics; construction documents, administration, integration management; as well as commissioning testing/inspection services. PSE maintained continuity by servicing the site for over 10 years.
PSE designed the original, virtually inescapable fence, which was so successful, that it is the prototype used by other designers for future projects.
The security and communications systems are integrated with redundant computers and programmable logic control systems. They allow flexible operation through multiple local and central consoles that may be activated as needed. Operator interfacing is through touch control terminals and graphic control panels. Site-wide communication is provided through multi-mode and single-mode fiber optic networks. Communication within buildings is through structured category and specialized cabling.
